What the local record shows
A flash flood warning for Orange County on December 14, 2021 named Laguna Hills among the areas that might see flash flooding. First Street rates the city as minor flood risk, with 179 properties, or 2.5%, at risk over the next 30 years. Low risk is not zero risk, and storm water can still enter at a door or garage.
The city's storm drain system is separate from the sewer, and street water in it goes untreated to creeks and eventually the ocean. The city also prohibits irrigation runoff.
Garages, patios and lower rooms
Water enters where a building meets the ground: garage doors, patio slider tracks and lower-level rooms. Those are also where tools, stored boxes and carpet remain wet longest.
Stored items on the floor are lifted and photographed, and the insurer receives the list. Cardboard, fabric and particleboard shelving absorb dirty water and are rarely worth saving. See water extraction for the equipment used. The main storm page lists more of the typical scope.
Why the water category matters
Water that touched soil or a drain is treated as contaminated, so porous materials are removed instead of saved. Plastic, sealed tile and concrete can usually be cleaned and dried in place.
The category is recorded in the file, because it explains why more material came out than a clean leak would have needed.
